What is a Substance Abuse Professional (SAP)?
A Substance Abuse Professional (SAP) is a licensed or certified mental health or medical provider with specialized training in diagnosing and treating substance use disorders.
In the context of the Department of Transportation (DOT), SAPs play a vital role in helping employees return to safety-sensitive positions after a DOT drug or alcohol violation.
Key responsibilities of a SAP include:
-
Evaluating DOT-regulated employees who fail or refuse a drug/alcohol test
-
Recommending appropriate treatment or education programs
-
Creating follow-up testing plans to ensure compliance
-
Guiding individuals safely through the return-to-duty process
SAPs are essential to maintaining workplace safety and supporting recovery.
Where Can I Find a Certified SAP?
Choosing a qualified Substance Abuse Professional (SAP) is essential to completing the DOT Return-to-Duty process correctly. Here’s how to ensure your SAP is certified:
-
✅ Ask for credentials
A legitimate SAP will provide proof of certification and experience upon request. -
✅ Check the DOT Clearinghouse
Visit the DOT Clearinghouse to verify your SAP’s registration and qualifications. -
✅ Confirm state licensure
Make sure the SAP holds a valid license to practice in your state.
Selecting the right SAP from the start ensures a smoother and faster return-to-duty process.

How Long Does It Take to Complete the SAP Program?
The Return-to-Duty (RTD) process timeline varies by individual. It can take anywhere from a few days:
-
The treatment or education plan recommended by the SAP
-
Your commitment and follow-through with the plan
-
Scheduling and availability of follow-up tests or services
The more promptly you complete each step, the sooner you can return to work in a safety-sensitive position.
What Happens in a Non-DOT SAP Evaluation?
A non-DOT SAP evaluation follows a process similar to a DOT evaluation. A certified professional will meet with you to assess your situation and develop a personalized treatment or education plan to support your recovery and return to work.
The key difference?
In a non-DOT evaluation, your privacy is better protected—only essential information is shared with your employer, helping you move forward with greater confidentiality.
